Man Arrested Near Rayburn Correctional After Seven-Mile Chase

The Louisiana Department of Public Safety & Corrections reported that William Lockard Jr., 54, was arrested on July 15, 2025, near Rayburn Correctional Center following a lengthy foot and vehicle pursuit.
Correctional officers discovered a package containing approximately 415 grams of synthetic marijuana, 90 Suboxone strips, two packs of tobacco, five packs of rolling papers, two cellphones with chargers, five mobile hotspot devices with chargers, seven charging blocks, and four sets of headphones.
Lockard attempted to flee but was ultimately captured by the RCC Canine Team after a seven-mile chase involving both car and foot pursuit.
Authorities continue to investigate the incident and say additional charges may be pending.
